Then they aren't teaching the letter of the current rules. Read your link. Minimum of 2 straps and one per 10 feet. There's nothing there about 2 in the first ten feet.

They don't have a section covering loads longer than 10 feet not being blocked against forward movement, so the website's section on general securement requirements is incomplete.

Yes more is better but I keep seeing it posted as gospel and it's just not true, or at least nobody has shown it to be true. It's a pet peeve.

I've got a ticket on my driving record for only having two straps on a 12' piece of barrier wall, that not so nice DOT officer explained it to me on the side of the road.
