I have to agree with greenpete. It is company policy driven by necessity because a lot of yard drivers leave the property to fuel and move empty and loaded trailers around. Most yard drivers I know hold CDLs and the one's that don't spotting trailers is just a small aspect of their jobs that they don't do most of the work day.
