    Looks like it's a farm truck. "If he was an employee of the farm, hauling their own product no CDL is required and the officers aren't going to look at them anyway" - that's how this stuff happens. They've probably been running substandard equipment with unqualified operators for decades. They got caught, and will pay a substantial fine that is still less than the cost of running safe and legal.

    And "the truck owner says the driver 'wasn't authorized to driver the truck" is laughable. Farmer is leaving his employee twisting in the wind to protect himself. All the performative enforcement isn't going to change things until those who profit off of illegal immigrant labor face actual consequences.

    It's a farm truck running intrastate, so the 'not authorized' isn't germane, until they cross state lines at which point they use the 'leased to'. And I'm not sure about if an ag exempt truck is bound by state borders, legally speaking. Practically the farmers don't care, and neither does anybody doing CMV enforcement.

    He wasn’t authorized for interstate operations, so why was he in Wyoming? Try and explain that one because interstate means crossing state lines he wasn’t authorized to do that. That was one of many major violations.

    He's leased to an interstate carrier. I'm sure there's a violation for having 2 dot numbers visible on the truck, but I'd say that any violation that could be cured by 5 strips of duck tape is pretty minor. Beyond that, ag exemptions may allow for crossing state lines provided the 150 air mile radius is respected, and Laramie County is within 150 air miles of Akron, CO. My knowledge of actual ag exemptions is minimal, but the farmers I know tend to interpret the regulations very broadly. Which explains why he was in Wyoming - because it profited the owner who didn't care about following the law.

    But you miss my point - what repercussions is the farmer/owner going to experience? He hired an illegal immigrant, allowed that illegal immigrant to drive his equipment, and failed to adequately maintain the vehicle. He'll pay at most $20,000, and then continue doing things the way he always has all the while #####ing about 'over regulation'.

    If the Laramie County Sheriff really wanted to make a point he'd be pursuing reckless endangerment charges against the owner of the truck, which probably wouldn't stick but would send a message. If leadership of carriers faced jail time due to egregious OOS violations, we'd see a lot more voluntary compliance.

    Except it’s not a farm truck. It’s a commercial truck. That’s why there’s a big pump on the deck plate. I suspect they were hauling water for the oil field previously since that’s what was marked on the Vega authority. Just because it’s a ratty pile of crap truck pulling a hopper with a “no speaka” driving it doesn’t make it a farm truck. Look at 90% of the trucks pulling a hopper based on Garden City KS for example.

    Since Vega is based in Akron and was working in the oilfield I’m sure the owner was just helping a fellow countryman out with some work. The likelihood of a large fine being paid is nil but there may be the benefit of self deportation if faced with a large fine.

    I don’t know why you’re so positive that this is a farm truck and that the owner is a farmer. Take a drive to eastern CO or southwest KS and look at the for hire hopper trucks that are based there. They very much resemble the truck in question. Some probably even share the same issues with the driver of the one in the video.
