I rolled onto a scale and the DOT officer said I was 200 lbs over gross. I figured if I took 12 lbs out of each tire, I should be legal.

Fine, I'll give it to you. The entire weight of your truck isn't pushing down on the ground casing damage over the spread out area. Clearly you're only focusing on the tires and not the rest of the truck

If I am 14 ft wide and 80,000 lbs do I weigh more than if I am 9 ft wide and 80,000 lbs?

Yes I am. As do the DOT when they scale you and when they make the laws and when they issue your overweight permits. -
No. But if you're 9 foot wide the force of the weight is spread intro a smaller area. When you're wider it's across a wider area.
This is what wears down these lots. Their just not made for that kind of weight. A truck and trailer just pushes down in too small of an area for it -
They scale you by axle because of the wrought pushed down on that axle. Moving your tandems redistributes that weight but your truck always weighs the same
