First I've heard that the mere possession of ammo here in Illinois is a crime...hell, I usually have quite a bit on me when I travel...but I'm guessing he doesn't have a FOID. If he's from Illinois (article didn't say), that's a BIG no-no to have a firearm OR ammunition with you unless you've got your card. The only other reason I can think of for the ammo being a crime to possess is if he's a felon...but in that case, he'd have a "felon in possession of a firearm" charge.

Seeing as how he fled after firing off a few rounds and led authorities on a chase I think it’s safe to say he didn’t have any FOID-Illinois issue or otherwise. Most FOID holders know better than to pull a stunt like this clown did-especially on state property.Last edited: Oct 20, 2017

FOID is simply a Firearms Owner ID card, and exclusively an Illinois thing (Chicago political machine lunacy at its worst). Fill out an application, mail it in with a photo and $10 or so, and they mail the card to you. It is not a valid form of identification (even says so on the card) but is required to possess or purchase a firearm or ammunition. It even has its own special number on it, which changes every time you renew. There is no training requirements and no knowledge about anything firearms or laws pertaining to their use required. It does NOT authorize you to carry (says that on the card, too), but does allow transportation of firearms (unloaded, in a case) and ammunition (can be loaded in a magazine in the case with the unloaded firearm...just not in the firearm) anywhere in the vehicle (even on the seat right next to you), whereas an out of state resident without a FOID would need that unloaded firearm in a case and inaccessible or broken down. The law was recently changed to allow out of state CWP holders to "vehicle carry"...you just can't set foot outside of your vehicle with the loaded firearm unless you have the Illinois non-resident CWP.

Now here is a guy that knows the law... I commend you sir. If your going to carry, you better know the law where your going to carry, just sayin. May I also suggest a book, that everyone better read if they have a permit to carry and actually carry. Let's be honest here, you don't carry because you might drive by a range in the near future, do you? You better know the Law when it comes to self protection my friends!
