A mechanical fuel system has a rod or a cable from the pedal to the fuel pump. If that DT has that it would be my first choose of the engine I want.
If it is operated by wires, electronic, it would not. Many get along with them Ok in the US but they can be expensive to repair at times.
If you are in an area with limited services it would be a bad choice.

Even the best of equipment can be questionable after being 25 years old.

Contrary to popular believes in the USA even third world countries have raised their emissions standards.

Secondly those simple trucks/engines are getting to the point where it isn't worth rebuilding the trucks/engines.
    To worn out.

Thirdly, those countries buy secondhand in the West or in Japan.
We no longer have those simple trucks/engines for sale.

    And lastly.
I load a lot next to a dock where they ship cars/vans/trucks to those third world countries.
10y ago they shipped maybe 5 to 10% new stuff and the rest was secondhand in varies degrees off decay.
Now for cars i would say it is close to 80% new and trucks 40% new but the 60% secondhand trucks have gotten younger .
And the shipping off trucks that are bearly driving...................10y ago quite common.
    Now rarely.

    The world has changed.

They are part off the solution.
There is no magic bullet for that problem.
