Looks like it. When we investigated it, all the EZ pass states you had to pay up front. Prepass wanted a credit check, but they billed as you used it.

Watching thread as I am investigating myself. New York doesn't answer the phones and Ohio has been more than helpful with EZ Pass. Curious about Pre Pass and Best Pass.

    God prefers Diesels Thanks this.

The PA girl did mention that NY and NJ based Ezpasses do get discounts in their home states but could not say for sure if it is still that way.

As far as I know, my EZPass works at every toll in the country. I'll take that instead of a little bit bigger discount at some and no coverage at others.

EDIT: mine is actually a bestpass/ezpass combo kit from bestpass.

    I use Bestpass.

They handle any toll disputes - I have an open one currently for PA - charged me $120 for 476 in entirety, instead of one exit.

Good dashboard. Good website. US customer service.

Monthly service fee is worth it to me.

    Ties in with scale pass.

Covers 95% of US toll roads/bridges.

I live in Ohio and have had both PA and OH EZPass. The PA EZPass discounts were not better than the OH EZPass. The EZPass discounts for OH and PA are the same as listed on each state's website. IIRC OH charges $0.50/month regardless if you use it each month and PA only charges $0.75/month on the months that you use it. IL supposedly doesn't charge a monthly fee unlike OH and PA.

I chose I-Pass because they don’t have any monthly fees, website is pretty simple to navigate.
