It must be the balancing valve, located just aft of the blinker fluid tank.

I suspect your spring (parking) brakes aren’t fully releasing. They also don’t fully activate for reason I’ll give.
When activating. Make sure the pressure is at max. Usually 120 pounds. Whatever is normal for you. 110? Nope. Not good enough.
Same reason pins won’t activate fully. Besides pins just getting caught on the edge. This is another symptom of operating the parking brake on a trailer when not full pressure.
I also admit. Most all of that I experienced with mega companies. Also with a goof ball small company. Now I’m with a good company that does good maintenance on trailers. I don’t have to worry about absolute full pressure. I often do anyways. I just feel like lower than full abuses the system. On a good trailer like now. I can see the pins not activating as strongly. But still work.

To put what I said in short. For them to fully release. They need to be fully activated first.
Might also be in air supply to trailer?
My thoughts are just one possibility.

Sounds like dragging brakes. Got the chamber pushrods cut the right length on those 2 wheels? Too long and some brands of slack adjusters will adjust up tight.

Don't overlook the tractor brakes. If your truck is out of adjustment the trailer will do all the braking.

Stop resting your foot on the brake peddle.
