This is a list of the regional field offices of fmcsa and none come back with the zip code on that envelope..I definitely would contact them to let them know something is fishy…

Impersonating a federal agency for what reason? I have gotton many of those envelopes from the fmcsa during my audit and all information for my authority. Comes in an envelope with that same address .

Zip code in the postmark matches the OP's too.

 

I'm guessing whoever (or whichever machine) stuffed the envelope forgot to include the paper with the actual correspondence on it and only put the address slip in before sealing it.

Just got you CDL? Maybe wanting you to register for FMCSA Clearinghouse or something. That would be my only guess.
