Some people just stayed working for two reasons.
1. Their whole life revolved around their job. No hobbies, no family.
2. Need the insurance have somone in the family with major health problems.

I'm not saying it's peanuts or anything not to be upset about, but in the grand scheme?
Personally, I doubt a response from the executive branch on this. Sometimes it's better to just let fruit die on the vine to save the rest of the plant, and given Yellow's track record since '09- that's probably what needs to happen. Plus Yellow's management seems really set on letting this ship sink.
Yellow has been the sick man of LTL for twenty years. The fact that they made it this far is commendable.
They'll auction their assets, sell their properties, pay back creditors any funds accrued therein and sink into the oblivion of history. Just like Celadon, or Falcon, or Arrow, or New Century, or so on and so on.
As far as the rising stock, simply put; we live in a world of meme stocks and yolo'd push calls.
The short and skinny of this is, simply- there is a small, but loud portion of the newest generation with a relatively small amount of money, who like to take big risks on far shot stocks (look at the total trading index of said stock, and then google yolo stocks.) There's a lot of people hoping for a bailout, but it's very unlikely to happen.
I don't particularly like discussing politics with strangers, and it's kinda impossible not to gloss over it in this case. I don't want to get into a big argument with you or anyone else on that basis.

Looks like they loaned some cash needed for the winding down or reorganization of Yellow in exchange for being at the front of the line of creditors if and when the liquidation begins.
