And is this OK? Are all the details surrounding this event OK? Is this just the cost the motoring public has to pay?

The speak English requirement is for interstate only.. bot required for intrastate...

States like Texas allow non-English speakers to take the test in their language for intrastate cdl..

Remember that driver outside of Denver that killed all those because he didn't take any if the escape ramps a few years ago...??

He had a Texas intrastate cdl..

What I meant was being unable to read English makes it a lot harder to navigate in a world where the signs are not in your language. It's not impossible. Just more difficult.

Those of us old enough remember the early days of the CDL recall when some states actually enforced the language requirement. It wasn't uncommon for CO or WY to put someone OOS for being unable to converse. At least until #44 encouraged the states not to enforce it. Both of those were ton-mile tax states back then, where you had to go inside almost every trip.

I hear what you're saying. I largely agree. I've harped about this ad nauseum on other threads. The training for new drivers is at times very mediocre. If it were narrowed down to foreigners, I'd keep it there. Domestically, it's every but the issue too. There many drivers that get out here and they're not ready. They just "passed" requirements. So yeah, one must go to the root of the problem. These guys get licenses because drivers prior get here, and train their own people. I don't mind that too much actually. Nobody would've ever known that he didn't speak English had he not killed those people courtesy of his drinking problem.

I can't find any indication that Rogel Aguilera-Mederos had an intrastate CDL, and I've never heard anyone claim that until just now. Driving illegally with an intrastate CDL while engaged in interstate commerce was not one of the charges on which he was convicted. Do you have any evidence for that claim?

I have zero problem believing that the state that allowed the owner of the trucking company to register a new company under another name the day after the crash and then continue to rack up dozens of failed inspections for bad brakes, would also allow this guy (and thousands like him) to get an interstate CDL without being able to read or speak English. No one in power gives a #### as long as the freight gets delivered cheap.
