    Have them pay for Hazmat, most cost involved along with backround checks. Same situation for TWIC if you get it. Most often company you hire on with will cover TWIC.

    No endorsement for reefer, same as dry van.

    Get doubles/triples & tanker on your own. Only tests & insignificant cost.

    Reefer doesn't need any endorsement, just someone willing to listen to the reefer all day and all night.
    If you get only 1 endorsement, all CDL A require General, Combination, and Air Brake. Add tanker using WIOA. You can add HazMat later if you need to. It takes weeks or months and will cost about $100-150.

    The boss move, if WIOA will pay for it is let WIOA pay for HazMat and you pay $10 for Tanker and $10 for Doubles/Triples (one computer test). $20 out of your pocket and $150 from WIOA and you have 3 endorsements. IMO, Tanker is mandatory. It's NOT just for pulling liquid tanker trailers. It is necessary for common freight put inside dry vans/reefers and on flatbeds.
