this is a big problem, the tire is separating and it needs to be replaced.

1st one , turn the cut in and make a good trailer tire,
2nd, I pulled RR junk for several years, they all used caps, and caps will fool ya'. The ones that look rough, properly inflated last longer than some brand new recaps. By the way, I realize the irony of that "brand new" recap thing, they were all junk. That sidewall more than likely has cord damage, and some wonder why they have a shake. Good job noticing that cut, but I'd get that off a steer pronto.

Side wall damage like that is usually from heat. Or can be caused by running over a curb loadedhope not dumb twucker Thanks this. -
That tire has to be changed. DOT will write you up for both of those. The gash in the side wall is a violation and the recap is about to come off. It'll be a matter of time before you're stuck on the side of the roadhope not dumb twucker Thanks this.

Got 3 tires replaced. 2 had sidewall gashes, one recap issue.

Not necessarily. I had a bad inspection, so my carrier put my truck on monthly inspections at our shops. I had a slice like that that 1) was not one of the violations in my inspection and 2) my carrier didn't like it, but the agreed to defer to a tire vendor's opinion. That vendor said my slice didn't show cord and therefore was legal.201 and hope not dumb twucker Thank this.

In my opinion, anyt sidewall damage more than a scuff requires the tire to be replaced. I will get it replaced even if the company does not want to, one way or the other. Sidewall damage is dangerous for you and those driving near you.
