If a hiring decision is made, the hiring carrier most often gets more information. This is why it is so important not to lie on an application. I join in with most people on these boards when they say DO NOT volunteer information not asked for, but accurately answer the questions asked. Here is the rub. If a hiring decision is made based on that summary, AND you lied on the application! Well, you may find that the job offer has been rescinded after arriving at the site of the orientation because they dug deeper as required by part 391.
@wis bang made some good points about those summaries. A reason for leaving, quit, followed by do not rehire, is a good sign of abandonment. It's almost guaranteed that a carrier is going to dig deeper if that last line is anything other than rehire after review.
One last point. In my years as an active driver, I could see the junk parked in the truck stops and at loading docks all over the US. If the average driver understood that most of the carriers today self-underwrite. A large carrier like Swift would never be able to find a company willing to underwrite it at a cost that Swift could pay. Any idea what the average carrier pays out to claims? It's in the millions a year. I was reading some comments on Facebook recently where a safety critter friend of mine was discussing how large a check the carrier wrote to a power company and a cable company for damage done to their lines a while back. That check was in the high 5 figures. I remember several years ago when a state DOT billed another carrier for damage a truck did. These payouts are why driver pay is bad. It is also why the carriers can't afford to replace a trailer as often as they should.
It infuriates me when I hear somebody say "I ain't no rat," then go on to complain about their pay and the fact that they are operating junk.
I miss the road sometimes. I miss the people I met. I miss the servers in the truck stops all over the US who had personality. What I don't miss is having my California mirrors knocked off or loosened by some (redacted) and some of the junk I was pulling.

DAC uses carrier provided data. It is available to drivers and must follow Fair Credit Reporting guidelines.
