I think the intent was to keep it from sliding back,
A 2X4 nailed to the deck would suffice.

I loaded isotanks on flatbeds. Was surprised most did t know how to chain them down. Two chains and you’re good. seen them climbing on the tanks hooking them at the top and crisscross them. Strapping them which most places didn’t like cause you’d bend the catwalk.

Back in the dim and distant past when many/most flatbeds had no twistlocks I'd carry containers now and again with 2 chains each, both through the bottom twistlocks though and angled towards the centre. That was later outlawed though and I wouldn't even dream about it now.
A mate of mine with a lockless flat trailer collected a flat container from Preston docks loaded with roped and sheeted (tarped) potatoes. He used ropes to tie it down through the twistlock housings. Half a mile from the docks he turned left into another road but the flat refused, continued straight on, landed on the road, slid ahead taking out electric bollards and came to a gentle stop on the far side.
The potatoes never budged, load totally intact but the spot in the middle of the road now was reduced to a hole with wires whipping about, spitting and sparking.

I saw this on Facebook. Apparently he stepped on the brakes and the turret rotated. Oops!
