Judging by the look of him, I'd say it's because DOT is known to be a bigger PITA than most other states. If he personally is any reflection of his truck, I wouldn't want to go to those states either, if I was him. Which, I'm very happy to say, I'm NOT.

This really is a pretty truck when it's clean. The guys at the Alamo truck wash do a great job.
