In 2006, Gov. Bill Ritter of Colo. signed a law that raised the fines for Colorado's chain law to $500 and $1,000 respectively. At the time, Gov. Ritter, Colo. Ski Country, CDOT and CSP claimed that trucks were the problem. The Denver Post did a study of the previous two winters, and found that Mother Nature accounted for 45 hrs of road closure, passenger vehicles for 34 hrs, and trucks for 28 hrs.
Why do I bring this up? This morning the chain law was up on I-70 from MM 260 to mm 250 (C-470 to Idaho Springs). Trucks were chaining up both directions, the media reported not a single truck related incident on I-70. However, in that same 10 mile stretch, at about 3:30 am, I counted 7 passenger vehicles spun out, 5 of 7 had Colorado plates, the other two, California. I'm sorry, who's the problem again?
So, who is the real problem in the winter?
