    **begin trucker story**

I was at a Safeway warehouse in Tempe AZ, the truck next to me was a nice low Pete with a 20 year old Great Dane behind it. Smoke down the side, oil stains below the refer unit. I asked how he got away with that old unit, he said "nobody ever hassles me about it". He was from L.A. and runs west coast mostly.

Hows that possible if CARB is not a voluntary program? I ran a my Utility from Phoenix to L.A. twice a week for a year with no CARB number on it and was never once asked about it. I got a couple of level ones at Banning and Conejo and nobody ever mentioned CARB.
Any ideas? Did we just get lucky?

CHP does not care about CARB. That is not their directive. CARB is hanging out at Wheeler Ridge, Cajon, Truckee and citing.

I'm sure the people that were fined and had to re-load onto our trailers in Barstow didn't think anything would happen either. CARB likes the bug check on 15 also.
