Couldn't get a hold of anyone at CA ARB today, so here's a hypothetical question for the forum. Say I'm looking to purchase a 2000 model year truck, and will be based and operate in & out of California.
I recognize by year end I will have to add a dpf or look for an '08 model year or newer truck. However, my question is will I run into any issues registering an out-of-state older model year truck in California?

    Thanks in advance.

I think any engine that's pre 2005 cannot get into California already. 2005-2006 engines will no longer be allowed in California starting this January 1st. I have a 2007 Century with a 2006 engine so I am just not planning on coming into California at the end of this year.

I can't imagine you could get a California base plate if that truck does not comply with CARB standards. But knowing how California works they will take your money then tell you not to operate that truck within California borders.

DMV don't care the model year or if its out of state truck. Since you said that you would be "based" in Cali,
you would to be in "compliance" with CARB. But note, you can run that truck 2021. Then, your forced retire it and get 2010 or newer.
    Welcome to Cali.

Q, I've heard some having issues registering their older model trucks... Now if you say DMV don't care, can CARB present road-blocks for registering in CA?

As of right now there is no CARB compliance for registration. As with almost every government agency in CA, they don't talk...but it will only be matter of time until compliance is a condition of registration.

You can still shave a non compliant truck with base plates in CA...you just can't legally run that truck in CA anymore!

You can register any year truck AND run legally in California, as long as you modify the engine so that it is zero emisssions, lighten the weight of the truck, and add components to make it more aerodynasmic....whcih means a new truck would probably be cheaper and less hassle. Oh, all trucks in CA will also have to have the anti-collision system....

As much as I liked my pre-emission trucks we looked very closely into trying to mod them to make cali. happy, it IS a losing proposition. Also note that one of the MAJOR aftermarket DPF filter makers just went out of business leaving everyone they sold to holding the bag.

Buy a newer truck and just live with the DPF,EGR,Emission crap like the rest of us do that have to visit cali. With all of the problems we have been having with "factory" emission truck systems, I can't imagine what kind of issues, or support for that matter, an aftermarket setup would have.

Sure no trucks with engines that aren't clean but they'll let every 3rd world country bring their ship that was built back in 1944 into the harbor and smoke up the state. We all just need to boycott commiefornia. Simple solution to this simple problem. Rates suck there anyway so why go and deal with their b.s. cut them off from the rest of the united states andsee how long we have CARB.

Recently in the news is a government push to standardize gasoline mix across the country to the California gasoline standard. It is expected to raise gasoline only by $0.03 cents per gallon.

So anyone can see it is time to go ahead and bow down to California as how it goes there is how it will go everywhere.

The reason those companies went out of business is pretty complicated but basically it comes down to two things. One, they were putting DPF on engines that had 500K miles on them and that CAN NOT WORK. Anyone thinking they will buy a 10 year old truck and just slap a $15,000 DPF system on it is just fooling themselves.
The other reason they went out of business is CARB stopped subsidizing them, it was easy to charge a customer $15,000 for a system that cost the installer $15,000 because CARB was handing them thousands of dollars for every install. Now that they are not subsidizing them, its impossible to make money when they have to defend themselves in court against all the lawsuits from truck owners who blew up their engines a week after installing these systems.

Every transoceanic vessel in California ports has to run 15 PPM diesel in port, and use shore power while docked. Shipping companies are complaining as much about CARB as trucking companies are.
I heard on Road Dog (serius radio) yesterday the host went on for 30 minutes about ships polluting, then he ends with "I dont know what the rules are but if they are allowed to do that, its not fair"...

If you dont know the rules then dont complain about all the stuff they can get away with. Imagine all the ship owners sitting around today complaining about CARB not doing anything about old trucks on the freeways of California, that would be sort of ridiculous wouldn't it?
