Pulling a liquid tanker load that is surging, I set the trailer brake. Not always though, if the surge isn't too bad it will settle quicker if brakes aren't set.

Had a guy in a 4-wheeler, at a traffic light ask me why my truck was bucking so much; told him I am hauling acid and it doesn't like being in a confined space and is trying to escape. The look on his face was priceless & looked like he was on a drag strip when the light changed.

As long as you don't set both brakes, it doesn't hurt to set the brakes. Only by setting both can you introduce lateral forces that may cause inaccurate readings.

I've never once scaled and not set my trailer brakes. So since...forever.

All he or she probably did was slide the tandems 1 or 2 holes forward. As far as steers goes. You can be 12,500 with the exception of Arkansas where its 12,000 max

I would slide the trailer tandems forward 5 holes. This takes weight off the drive tandems and should balance the load between the drive tandems and the trailer tandems and hopefully taking weight off the steer axle.
