    Was told these were rail ties and I've never heard of them from concrete or else I just never had to see them before.

    Concrete ties have been in use for 25-30 years or so. Some lines use concrete ties exclusively while wood is still predominate in many areas. Maybe that load is going to a building where a rail dock is being added or upgraded.
