Should I use a turn signal then the flashers when I pull over or just the flashers while I'm pullingnover? What do you recommended?

Flashers.
Turn off headlights. Don't hibeam oncoming traffic while waiting for a tire. Leave all the other ones on and put your triangles out.

The only reason to pull over is for a breakdown or a flat tire. Unless you're running pop and stops or lose a steer tire you should keep going to the next exit or a place where you can get well off the road. The service guy will appreciate not having to work on your truck with traffic zipping by inches from his butt.

Does not matter if your within 10 feet of the traveled portion of the highway, 4 ways while your putting out your reflectors.
For entering and exiting the shoulder turn signals. -
if you're parked on the shoulder and get hit, you will take the blame. Sometimes it can't be helped.

Well, to be fair - thanks for asking. The dumb questions are . . . etc.
Blown steer tire, yes.
Total engine failure, yes.
But for any other reason - NO. Do not stop on the shoulder. Limp it to the next exit. Far safer.
I see too many drivers taking their dogs potty, Going potty, taking their 30, swapping drivers, changing logs . . . all totally inexcusable. While the rest of the traffic goes into mayhem mode trying to avoid them.
