I always found a place on the face of the dash to mount mine... usually just sticking over the top. Easier to read and reach that way and I have never encountered a signal problem.

Mine is at the very bottom, and sits about a few millimeters above the dash. At that point the only thing it blocks is the hood.

most of the trucks i see. have them sitting right on the dash. in front of the face. behind the steering wheel.

I was enlighted by a officer in Ohio on a random roadside inspection. The GPS cannot block your view on the dash. We know they don't but that doesn't matter. In line with or near your sun visor is acceptable. My toll passes are up high, centered on the windshield. Its mounted just below these to the left. I can touch the screen.

although most of the officers are respectful enough, i sense that some think we drivers are beneath them.

Technology isn't something to be scared of. Its useful, you have to learn how to use it though for it to be useful.
