perhaps refusing to pull the load until secured by dot requirements. which are what ? if you hit the brakes hard, swerve etc, what might the result be? one ought to be able to avoid if need be.

Trouble with air bags is they usually just cut em at the receiver, and I imagine nobody wants to add extra expense for a low value product.

Problem is YOU the driver are the final authority on the operation of that truck. I've never had an issue with DOT breaking a seal to check for load securement. Happens once then I start demanding said securement or I refuse load. Nothing personal here, but far too many drivers are too chicken to stand up to a shipper when there is a problem with load. In the old days a carrier could pay the fines, but today with CSA-2010 you simply can't afford not too.

When I haul paper rolls, they nail blocking all around if it was eye to the sky. Eye to the side they did what flatbed does but add bracing to the side. I knew dot can break the seal anytime but never had 1 done it to me

This is the dumbest thing i have ever heard. Has nothing to do with safety. The DOT is just terrorizing drivers at this point.

If you pay attention you will have enough time to pull your pants up before you enter the scales.

Your blowing heavy smoke... You know dang well you wouldn't refuse the load because then you would be out of a job...

1,000's of loads of paper rolls get shipped daily across the country and 99% of them get loaded just like the OP's did
