To answer the question, 102 is rail to rail. If it can fit inside the rails it's legal. On the "ancient" trailers, most are only 96 wide, so if you have a load that's 98 wide, it's oversize and would need permits, but not if you're 102, since it fits inside the trailer.77fib77 Thanks this.

Giant U-bolts. Go around frame rail. Drill holes in cat walk as needed.MarkH83 Thanks this.

This is probably getting annoying to some of you.....but i am still very excited even a day later after setting up my orientation date and running around like a chicken with my head cut off trying to get everything sorted and ready for the move.
I might have to go visit the wife for a few to get some *tension released*
