I have a 2003 Volvo 670 sleeper, on the driver's side part of the frame is a rusted through hole about the size of a halfdollar where my front drive axle has the mounting base for the rear end stabilizer bolted on, it holds water on the inside and eats through to the outside, it looks like a common thing with all Volvo's the same period, is this an oos violation? Can it be repaired? Or should I just leave it? Any thoughts?

Can be repaired, but it's expensive. You would not wanna drive with a hole in frame, might get much bigger problem down the road, than just a ticket

Sounds like its time for a re-rail or new truck. Glider may be an option if your powertrain is in good shape. May be able to have it patched and sleeved as a temporary fix until you can schedule some downtime to fix it properly. Something needs to be done and there isn't really a cheap option here.
