If I was the guy with the dash cam, I would have pulled up right after the car turned, blocking the bozo in. Not only does he have the right of way, but its also the safest order to go in.
Side note; the Swifty that bolted after the crash made me laugh. I'll keep the jokes to myself, not trying to get banned yet.

It may be a sparsly populated area, But it's still a human life at risk. No state should risk being sued.
It needs a traffic light. And warning signs that the light is about to turn red. Like a lot of cities are starting to do.
In my city, at the outer edge coming eastbound from the desert. We have overhead signs that light up and say BE PREPARED TO STOP. Before the light turns yellow. Allowing plenty of time to hit the brakes as your coming down the hill. -

I can remember a time when an accident was an accident. Now we have bought into the preventable BS which has allowed the Insurance Companies to dictate who gets a job or keeps their job based on opinions of those who have no idea what happened. Safety is very important but so much is depended on things that are beyond our control, The truck coming down the hill could have be driving too fast for the conditions but to blame him when the left turning driver clearly is suppose to yield the right of way is harsh. Now the driver at fault is also human. He probably will never work in the industry again, yet I bet he learned his lesson and would be a better driver today because of it.

I guess those motorcycles should count their blessings. If the guy was stupid enough to pull out in front of a truck, he could have very easily pulled out in front of them instead. The only thing I can think that made him believe it was safe to go was a majority of the traffic was turning right...maybe he thought that the truck was too. I know both probably needed a seat cushion-ectomy when the dust settled.

clearly the driver pulling out, used poor judgement, and would have been charged with a preventable, and he or his company would have been 100% responsible for all repairs and any hospital bills.
