Assuming the flashing red and yellow are controlling different legs of the intersection, flashing yellow: slow down and proceed with caution. Flashing red: stop, then proceed when cross traffic is clear.
However, when east of the Delaware River all bets are off!!

How about train tracks? Go when barrier begins to raise, or when flashing red lights go out five seconds after it's up? Seems that's just me...

Before I leave the house I make a call to the local radio station and tell them that I saw a man with a gun near the schools. They all go on lock down so you don't have to worry about stopping for a bus load of those urchins.

In PA you are required to stop unless it is a divided road (barrier or unpaved).
The laws vary by state on what is considered divided though
For example,
North Carolina, 4 lane road with a center turning lane means that you don't have to stop.
Maryland, 4 lane road with a center turning lane means you still have to stop.
Arkansas, stop unless the division is greater then 20ft -
School buses is one thing.
But, what about funereal processions?
Don't remember what state it was own south, but I was on a 4 lane road with a center turning lane and suddenly everybody just stopped where they were for an oncoming funereal procession. Didn't move over to the shoulder, just stopped in the middle of the road. Of course I stopped as well since everybody else did. Was looking around in my mirrors expecting to see 4 wheelers weaving between all the stopped cars but I none did for the 5 mins that everybody was sitting. First time I've seen traffic stop for an oncoming funereal procession. In PA the only time people stop for them is when they are going through an intersection. -
Indiana does the same thing except everybody moved right. I stepped into the left lane and kept going. Ohio is the same; yield to funeral processions but no need for opposing traffic to stop.
This thread has taught me that Ohio doesn't give a #### about kids or dead people apparently.
