Why are Prostar trucks cheap?

because as a battleship/aircraft carrier anchor, why would you want to spend more?

Let's review. International goes against the entire rest of the industry by trying to meet emmission standards by using very high EGR recirculation rates instead of going to DEF injection systems. The engineering doesn't work out, breakdown more often, higher than average maintenance costs. They continued to sell engines that polluted more than allowed, get sued and fined by the EPA, and then cave by begging Cummins to sell them engines so they don't go out of business.
Entire top management, including Jim Hebe either get fired or quit.
Would you now buy one of these trucks with that engineering history?
Add to that the fact that Harvester has never commanded any resale price relative to say KW or Pete and that is your answer. At the moment the world is awash in new and used trucks with freight getting softer by the minute. Plenty of other better choices around.

 

It's the motor, anytime you see low miles for the years, most times it means truck has been in the shop too much. International has the lemon Maxxforce motor, also the Detroit DD 15 year 2011 you will find a lot with low miles, and that's got to do with the DPF system. Stay clear of both.
