Part of the reason ATA back peddling a little could be they are under new leadership and not Bill Graves. He seemed to be the one most fervent about limiters.

I thought it was well established that trucks moving slower than cars is what causes crashes. Isn't that why Ohio and Illinois got rid of the lower truck speeds?
