    They've always done that. It's because they don't have electricity. The traffic girls stand there all day giving traffic signals even when there are no cars - which is most of the time.

    Oh and FYI only beautiful people are allowed to live in the capital. If you are old, fat, crippled or just ugly you are forbidden by law from even being there.
