There is industrial shrink material that wont come off. Also, if the correct heavy grade shrink wrap is used....and ITS SHRINK WRAPPED THE RIGHT WAY....it wont come off.
If the wrap starts to come off.....I will usually remove a good portion of it then use Gorrilla tape to secure it in a better spot. If not I remove it.
Now a word of extreme caution you need to consider. Make sure that the shrink wrap is not holding/securing other parts. assemblies or material that will become loose if the shrink wrap is removed!!! This is also important to know this because if the shrink wrap unravels as you go down the road...and a piece falls off onto a car...its totally on you!! Period. Make double sure that the load is fit for safe transport prior to being put on your trailer. Inspect the load thoroughly.
If its a sloppy shrink wrapped piece of equipment with loose parts on it.....make an issue of it and insure the load is made safe for transport. Do not let them give you the "well we do this all the time" argument. Have them put the loose parts in a crate if necessary. You have the final say about the safety end of what you are transporting...Period!
I have refused to load equipment before because it was unsafe for transport. I am polite and firm and try to get the shipper to correct it. If they refuse...you have to look out for yourself.....especially as an owner operator.
If ANYTHING falls off the truck/load it is all on you!! Not the shipper, not the company, not the dispatcher and not your safety director. IT WILL BE ENTIRELY %110 ON YOU. PERIOD!!
Not to mention you will be looking at tickets and getting sued. Yes you heard me correct. Despite the company taking their lumps you will also.

Clear packing tape. Easier and works better than duct tape. Tape up the end where it got cut off. A few wraps around the thing do wonders for keeping everything in place.
If you still have problems you can tape along the seams. Depending on the wrap used and how it's done and what's under it that can be really easy or a massive undertaking. -
Sense Im part of TSI I get QC messages every once in a while about our System Transport guys needing to make sure certain Gene loads are washed before delivery.

Pulled an oversized refrigeration machine out of Laredo to Moab. The plastic shredded before I got 10 miles. I cut the plastic off, put it in a trash bag and strapped the bag to the deck.
