Because it's ####ing New Jersey, NYC, etc... there is hardly enough parking for the amount of trucks that service that area. When I used to do that area, I parked wherever the #### I wanted to as well.
This, however, is something new. Vince Lombardi is ALWAYS over full with trucks parked wherever there is space and I've never see any parking tickets handed out.

The problem with parking on the curb at the Vince Lombardi, it is a NJ Turnpike rest area, meaning it is public property so the NJ State Police patrol it and do write many tickets. Just be glad they didn't call a Turnpike wrecker to tow you, it would've cost you about $250 just for him to go away empty! NJ is hurting for cash, so they are starting to write many questionable citations to generate revenue, be careful what you do on the Turnpike anymore.
I have also noticed this on the NY Thruway, especially the service plazas below Kingston. There is one lady Trooper in particular that not only writes you a citation but also sends you on down the road, HOS violation or not. If you don't move she will call a tow and impound your truck. You would think with NY being the home state of the late Jason Rivenburg, the current poster case for the lack of safe parking, the State Police would be more understanding of fatigued driving.
Now, don't jump all over me as I am not advocating parking anywhere you like, but sometimes circumstances don't allow for your plan to be executed perfectly. Some of the no parking areas I have seen this Trooper kick truckers out of are not in the way, not fire lanes, nor causing any other problem except they are beyond the magical designated parking area. -
I won't name who I was with, I have a CDL, but it is a Class B, not A, so I can't drive his rig. We had the misfortune of a breakdown, lost the belt and had to wait for the mobile repair service to show up. When we pulled into a TAat about 2 am, he is on elogs, the clock was close enough to zero, to be zero. There were no parking spots, it was full, he just logged off duty and sat there and waited. Within 15-20 minutes a truck pulled out and he backed in. I realize you are not really off duty, but as he said, sometimes you just have to sit and wait for someone to leave. He has been driving close to 20 years, he said if he has to wait, which he said should be rarely if you plan correctly, someone has always left within 30 minutes of his arrival.
