Doesn't sound safe. If they loaded you with load that tall they sure can put your tarps on top of the load as well.

 

I carry an 8ft ladder. I store under trailer between frame rails.
I will admit haven't used it in over 18 months

 

I use a 8 foot extension ladder made some brackets under my dunnage rack for it. I can throw a tarp on my shoulder and climb right up. I do have one of them telescoping ladders I used to carry didn't like it flexes way to much when towards the top of it they work best when almost vertical sell it cheap sits at home never use it. Wouldn't mind one of them fancy fold 20 ways to Sunday ladders but they weight to darn much.
