the merging truck, although the camera truck was wrong to slow down. should have maintained speed and let the merging truck come in behind him.

but in the end it is the responsibility of the merging truck to merge safley

Prime truck for forfeiting the right of way and slowing down making it even more difficult for the merging truck to merge.
People slow down too often and become unpredictable elements.

Just like that Joker on the bike that's about to pass. Yeah, just slow down and hang out next to a bad situation, great idea.

I face this every day-- I back off a little so they can get on, but the they dilly dally and don't make an effort to get up to speed and merge until the last minute and then cut me off. Mostly it seems like they are not paying attention.
If I can, I stay in the middle lane to avoid all this.

Both are at fault. Rather than either driver being defensive or courteous, both took the F you stance. Revoke both CDL's for stupidity.

Hey... it's the guy who got his tarps stolen. I can tell by the crappy driver's side camera.

    I'd have to agree.

The camera truck had the right of way and should not have slowed down. The other needs to learn how to merge.

By law the merging truck has to give way. He should of been ticket for improper lane change.
