Florida declared a state of emergency and waived HOS rules for fuel deliveries.
Here's the FMCSA ruling for declared states of emergencies. And if it's intrastate FMCSA has no say over it.

An Irma is now the second most powerful storm on record, with sustained winds of 185mph an gusts of 200. Patricia had the strongest ever recorded at 215mph sustained winds..not gusts...sustained. If you don't agree take it up with the hurricane center an all the other sites who have the info available.
Looters or not...cat 4 or 5 hits my sandbar I'm gone. Then again...so will everyone else. LOL. Looters will be the least of my concerns if I'm looking down the barrel of cat 5. I guess one of the good things about being on a sandbar like mine is...we only got two ways on and off. Kinda limits the trouble makers that can get here to loot..or you know...cause trouble.
We also make use of a reentry permit system, which likely wouldn't work in a place like Fl or TX.
Anyhow...be safe folks. Those working that way, those living down there, etc etc. Just be safe. Can't replace your life, or your loved ones. You can replace *things* tho.

As one who lives oh...45 miles north of Hatteras in the same chain of sandbars...I am paying attention to Juan as I do all hurricanes during hurricane season. Anyone living on the coast of the Atlantic likely is, or should be. Unlike you mainland folks, I'm about a mile or 2 out from the mainland, just like Hatteras. Surrounded on 4 sides by water, an it won't take a cat 5 to destroy my sandbar. Cat 3 or higher coming up the sound side would not be a fun time at all.
Nobody is talking about Juan cause 1. He's not due till late next week. 2. It's still to early to tell the path he'll take. Just like with Irma up til earlier this week. Oh, an Hatteras will be evacuated, along with Ocracoke an just about everything south of Nags Head. Tourists first, then residents. We go through this quite a bit. I fully expect to feel part of Irma all the way up here on my little sandbar off of NC. So will SC an GA.
Sorry for the double post didn't see Heavy's til after my first post.
TLDR : Don't assume nobody is paying attention to other storms. Some of us pay attention to all storms at this time of the year. People will worry about Juan after Irma, just like they didn't worry about Irma til after Harvey.
Anyhow...once again...good luck, safe travels, an all the best with the incoming flux of storms. There is also one forming off of Mexico.
Hurricane season is here an it's going to be a rough one this year.

Here is the FMCSA wording for declared state of emergencies
Drivers responding to provide "direct assistance" to an "emergency" meeting the definitions in 49 CFR 390.5 and declared by FMCSA or a governor, are exempt from applicable regulations in all States on their route to the emergency , even though those States may not be involved in the emergency or stated in the ...bzinger Thanks this. -

Years back when that hurricane hit New York City.
They gave us a sticker to put on the front windshield
We wrote FEMA on our log books and drove straight
Thru from Dallas to New York City.
A whole line of us. Rode right pass every weigh
Station on the way,never stopped at any of them.
What are they gonna do. Put the fuel haulers out of service on
The side of the road for a ten hour break.
