That's a Driver/Vehicle Inspection Report. Violations under that get reported under the CSA program. When their is no accompanying 'ticket' for speeding such as you indicated, 6-10 miles per hour over the limit, this Report is basically a warning. It hurts though, you get the "points" even though there are no points, they show up on your PSP report for 3 years and for 2 years on your carrier's report.
Speeding 1-5 miles per hour over do not carry any points or reporting at all, but 6 miles per hour do.
In this new era of ELD, it will be harder and harder for law enforcement to find logbook violations so in order to justify their jobs they will be ticketing all the ticky tack stuff they can find around the fringe to make up for the loss of logbook tickets/violations. Until the day they figure out drivers are not properly logging sleeper berth/off duty time that is....

Ain't that the truth. Got inspected today in Wisconsin and the only thing he found was not having a user manual for the ELD.

Just an FYI for you and others....
With an ELD you can have the required guides in electronic form on the device. I bet if you look, it's somewhere in the software....

Yes. The user's manual, instruction sheet, and malfunction instruction sheet can be in electronic form. This is in accordance with the federal register titled "Regulatory Guidance Concerning Electronic Signatures and Documents" (76 FR 411). -
BUT, If I'm not mistaken you must have the ability to provide it upon request. In other words, if it is in the software you need to know how to access it up on demand.

I'm fairly sure yes. He can't go back and get the ticket dismissed, but if he gets pulled over again he'll (and others) will know.
Actually it's not a bad idea for anyone using an ELD right now to go and look for the required documentation and get it if they don't.Dan.S Thanks this. -
