so.................nobody has the stones to step up to the plate and explain how you "plan" for a bridge jumper. Just as I thought

I should not feed the troll either, but..
The plan is simply not stop under the bridge if you don't have the time to spare.

There is actually guidance about this that state it should be driving. I don't agree for various reasons, mostly to do with if I'm stopped and outside the truck talking to other people how can I be at the controls of a cmv? ( On duty I can agree with, for the readiness reason you claimed)

Question 25: When a driver experiences a delay on an impassable highway, should the time he/she is delayed be entered on the record of duty status as driving time or on-duty (not driving)?

Guidance: Delays on impassable highways must be recorded as driving time because §395.2 defines “driving time” as all time spent at the driving controls of a Commercial Motor Vehicle CMV in operation.

Well, if he really wants to kill himself that's as useless as panties on a #####. He will kill himself. If he's crying for attention, it's again a useless feel good gesture as he never was going to jump.

And as for traffic, we are talking I696, which is a fairly short strip of expressway in Detroit. It's easy to go around....
And again, adverse driving conditions is exactly why that is part of HOS.

Okay fine. Nobody "plans" for this or any other incident that closes the road. When it happens? you deal with it. You go into violation? You and the carrier note the unusual event, accept it and move on. There will be no firing squads and no terminations. It's not the end of the world. It's not that complicated and it's not that big of deal.

    Hope you feel better soon.

I would initially log it as line 4. If it lasted more than 2 hours I may change it to line 1. Either way if I run out of time right there I am continuing on to the next place to park. To hell with what the elog or be a bit late for a delivery I would call this a legitimate excuse.

The dot is not looking for offenders like this. They are looking for people making conscious decisions to operate outside the law. Now unless on your next inspection you start off with something along the lines of "what the F do you want??" I would expect nothing more than a brief explanation for the HOS violation to suffice.

Let'em jump? Hell, I'll give'im the kick in the hind end to get him started!

I have ZERO patience with those crybaby "look at me" public attempted suicide jerks. Had a college roommate that pulled that crap...right until I came within a gnat's whisker of giving him a little push. Turned out the little faker didn't want to die, he just wanted to be the center of attention. Too bad, too. I had bets going on how often he'd bounce.

If you were not moving the ELD may log you on duty instead of driving.

I never said it was complicated. In fact Im surprised at how few workable answers were given. Seems like a simple question

So you leave yourself vulnerable to the DOT. Got it.

As for me feeling better, I feel great because I can paper log.

Translation: "I am on paper log and can make these small hiccups disappear so it doesn't matter to me"
So why did you even ask the question? You got some reasonable answers.

    Troll: confirmed
    Good night
