Don't know, there are always 2 sides to the story one of which we will never hear.
The only one that I know of for sure was the poor guy who had a "minor incident" at store and was instructed by safety manager to send him pics. Bad cell service, pics went into que and didn't fully send untill he was driving later. B'ville canned him even after safety guy backed his story -
Although not a program, they can require you turn in phone records anytime they want...4wheeler says you got to close, time for a phone audit, etc...

They call it reasonable cause. Safety sees you chatting as you pull through the fuel island.
Produce records or sit until you do.
Four wheeler calls in and says your texting, same thing.
Have the reflection of a phone on the windshield scrolling through twatface, reasonable suspision.
Yes that last one just happened. Driver swerved set off camera and clear as day you can see the reflection on the windshield. No records needed. -
