Used to be common courtesy to move over & drive defensively but not anymore.

I’ve written these citations before, and the law states that if you can’t move over, then slow down. If what the OP says is true, he was legal by traveling well under the speed limit.

Get a lawyer. When that lawyer asks for discovery, make sure he gets the cop's car and worn camera video feeds. If there was a car in the left lane, AND if that matters in that state, then your lawyer can probably get the case tossed.
