Oregon state rules are lighter then federal rules. When it comes to bridge laws.

So on my steer axle I'm 11340 drive axle is 29240 and on my spread axle 48ft flat bed trailer axles I'm 38320 so I'm good to go right. Since I can have 40000 on my spread axles

When you say Drive "axle" I'm assuming you mean drive "axles"?? at 29,240.

Man I'm so glad I mainly haul liquid and dry bulk. With liquid all I have to worry about is my gross haha with dry bulk if I'm too heavy on the trailer I just drove forward and jam the brakes on. Vice versa with the drives

I haul liquid and my trailer is just perfect.

Fully loaded puts the trailer 500# over. Drives have 1500 to go. That's with both drop axles down.
Occasionally the machine can cram it overweight. On one product that loads itself.
The rest of the products that I haul. Requires the truck pump sucking. And it won't load more then max gross. It all just stops flowing.

    Not necessarily..... see below..
    No not perfectly ok....
Just because your tail section says 38,320 on your scale ticket doesnt mean you are good. You still need your "splits". Start pulling off the scales until the front trailer axle is on the steer scale, and the rear axle is on the drives scales. Now do a reweigh on your first scale ticket(a lot easier with the app).
If both axles are under 20k THEN you're splits are good. If you are like 21k and 17k then adjust your 5th wheel before going back to have the load adjusted

How does sliding the 5th wheel change weight on the trailer axles?

The more weight on the drives the less that can be on the trailer. Gross weight doesnt change.
If a split weighed 21k and 17k, bringing the 5th wheel further forward will pull from the trailer to the drives.
