In fairness, CSA scores can and do turn around, it takes dedication on both drivers and company owners to make it happen.
5 years ago our HOS and Unsafe Driving were both teetering around 90%.
The boss and all of us still had a "good ol' boys" mentality, I remember tearing out 3 to 4 times as many log sheets as I ever turned in. And about the only thing that passed us were bullwagons and other coast to coast reefer jockies that were even more crazy.
A couple of bad accidents, too many speeding tickets and log violations finally made everyone face reality and realize it is not 1976 anymore. We had to say goodye to a few drivers, sone good some bad, but drivers that kept hindering progress and wouldnt shape up.
Today my truck tops out at about 69.75, I sleep way better, I am a lot more relaxed, I am healthier, and paid a little more all things considered.
I would rather run a comfortable 3000 to 3500 miles per week than 4200 to 4600 and ready to collapse every time I park.
Getting back to the OP, you seem more concerned with finding good drivers to work for cheap instead of fixing your own reputation.
I think this is the first I've ever heard of company drivers having to pay into an escrow. What it tells me as a potential employee is that you dont trust me.
No good driver will ever put up with that, most steering wheel holders will even have better options.
In your defense, holding 2 weeks of pay used to be a little more common with smaller companies but is starting to become unheard of. Some of you posting have never worked for a small outfit before. Sometimes the safety director is also one who has to chase freight, go to meetings, deal with insurance, if you even have an actual safety director. Maybe try to make a deal with drivers that all pay for next Friday must be turned in by 10AM the previous Friday (7 days). If your drivers are home every week, I wouldn't bother with things like trippak and transflo. Maybe give them large self addressed US mail envelopes for paperwork, allow them 1 per week. Maybe that is cost effective, maybe not. Just an idea.
Reality is, you are always going to get a rotten employee every now and then. The hiring process is a leap of faith for both company and new driver, and if you really want to outshine others ot may take a few leaps of faith on your part to attact better drivers.Boss Hoss Thanks this. -
Do you do a road test with everyone you hire? It may be time consuming, but you can weed out some bad apples right there.

I have doubts that requiring an EMPLOYEE to pay into an escrow account is even legal.
