Yeah, that's something I've had to deal with in the Army. The Army would give you just what they thought would keep you warm. (Which meant everything but your hands and head would be warm lol). So I bought my own cold weather gloves and balaclava to ensure that I stayed warm even in the brutal cold that is South Korea.

I found a really nice jacket at an Army surplus store( olive-drab). Had a zip in liner and hood. My husband already had a Jacket and full suit ( winter weight).
On really cold/windy days when I was helping him strap I would wear: Under-Armour clothing ( gotten on-line, same stuff Skiers wear) heavy weight cargo pants, sweat-shirt and my Surplus jacket...gloves ( sky mask {had face-mask} in extremely wind/cold, Nebraska, 18 degree's with 30 mph wind)
The under-armour is thin but is IMO better than "thermal's", nowhere near the bulk. Makes it easier to move in and to Layer. -
When working around the truck and loads, I tried to not wear a jacket. A thermal and a sweatshirt some good gloves and a good watch cap will be all you need. I would sometimes just use a lined flannel shirt. The last thing I wanted to do was restrict movement and balance when strapping. chaining and tarping etc etc.Chinatown Thanks this.

Get yourself some Under Armour cold gear base layers. It can be pricey but the stuff is durable and really comfortable.

Have the under armor style under garments Uncle Sam lets me keep those when I get out.

That's about how I dressed. Sometimes wear my military work jacket if it's brutally cold. Had a el cheapo pancho for rain; if it got too torn, just trash it and buy another for 2 or 3 dollars. I could get the job done much quicker if not too bulked up in clothing. I've secured & tarped during snow & sleet, but never had to in below 0 weather. That's probably a different story.

I found a good vest to better than a jacket when I am working outside .
I have move movement with out all that bulk on .
I also don't care for hoods I will wear a warmer hat if I have the need hoods just block to much of my view around me .
Winter bibs and a good vest gloves and a warm hat and I am set for winter without feeling like that little kid on Christmas story . -
Must have been a Boy Scout too.

I like the classic MA1 Jacket from the US Air Force. It is suitable for almost any occasion. Whether you are strapping down a load of pipe or explaining to your safety committee just why that load of pipe is scattered all over I-10, you will look stunning.
