IMO this makes much more sense than the federal standards, although I'm curious how NY plans on enforcing #3. Standard equipment shocks are barely sufficient when new and pretty much shot by ~100k miles to begin with. Anyone know of any companies that change shocks yearly?

That sucks but what can you do. I guess he could warn the driver who is picking it up and call the DOT to report it.

He will likely be a lot better off in the long run. It may be kind of rough on him for the short term though.

Now what happens? He was fired for not driving a vehicle with a serious violation. Does FMCSA enforce the rules against that?

If someone is fired for reporting unsafe working conditions, it is possible that whistleblower protection may apply. Make sure the person in question has pictures of the qualcomm messages, note of phone calls, and pictures of the unsafe condition (broken mount/unsecured shock). Always, always document!!! Good luck
