It doesn't over rule the 14 hours, but it can extend your 11 hour rule. Most weekdays I drive I get kicked off the road by the 14 rule, not the 11, because I log off duty when I stop. Once you start driving, you have to be off the road after 14 hours to do a 10 hour break no matter how little drive that day. There's an 8/2 option there that sometimes help when you are at a customers but I don't use it being on a team it would just slow us down.
