They are developing a 'radar' type gun that an officer can 'shoot' 'pictures' at traffic to tell who is texting. This includes 4wheelers. Evidently this gun can distinguish between phone calls and texting which one is legal and the other is illegal in most states.
In Canada the cops dress up as homeless bums and walk up to 4wheelers at stop lights and if they see them fingering their phones, they flip over their 'will work for food' sign to 'you are busted'.
In Tennessee the cops have themselves an 18 wheeler they run up and down the roads, the driver reports via radio to cops on the ground level which drivers in 4wheelers are suspected of texting.
In New York they spent $1 million souping up an SUV and elevating it so the cops can see down and into the 4wheelers' cars and who is texting.
I still do occassionally see a big truck driver holding a phone up to their head while driving down the interstate. I suppose if they are on paper logs and logging sleeper or off duty while driving talking on the phone it is all good.
