I found this on Prime's website, so their PSD's have CDL Permits, not licenses, and they are out with a trainer running all 48 states.
PRIME STUDENT DRIVER (PSD) PROGRAM
Prime’s PSD begins with you obtaining your CDL permit. Then you’ll go on the road with a certified CDL instructor for one-on-one behind-the-wheel training. After training, you’ll return to Prime’s corporate headquarters in Springfield, Missouri, for final CDL state testing and your Class A CDL. Then, you will be hired on as a company employee with guaranteed pay!
I am going to venture to guess the other mega's do the same thing, they come to orientation, pee in a cup, get their DOT and background out of the way, take the written test, get their permit, then out on the road for at least 3 weeks. Most states require you have your permit at least 14 days before you can take the skills test and get your license.

Generally Permit kids stay in state for a playground sandbox then get CDL before really going out on the big road. When I was in school back in the 80's with a A permit, with instructors, we never touched a state line. -

If you want to get a good laugh, lookup your State's qualifications to be a Certified Instructor. In my state you pay $18, attend a 16 hour course on traffic laws, then take a written tests on the traffic laws you just learned, and if you teach anyone under 18 you need be certified for First Aid. Not much of a standard, and if your company is certified, they can teach and test you.
