Live streaming has become very popular. I have seen a few feeds where the driver likes to start the stream then get in the saddle and start driving with the phone on the dash pointing back to them. So long as they don't touch or look at the phone again, I think it would be OK.
I have seen a wearable camera like mine that is wifi compatible so you'd just link it to your phone or computer and stream while wearing the cam.
That defeats the whole purpose of streaming though, the idea is to connect live with your audience and see their 'chats'. Then they have what is called superchats which the audience member pays a small fee to have their chat stick high in the feed for extra time. It is not unusual to see some of these youtubers streaming for over an hour while mostly talking about nothing, just soaking up those superchat dollars.
