Yes they do. We are in agreement. Fines are operating income, nothing more.

Canada is in deep financial trouble. They are leery to raise taxes any more than they already are so they are looking for new ways to raise revenue for the government--

Oh I agree with that. First thing anyone asks is how can I cheat it.
But really a fine doesn't prevent it. Now if the driver lost his cdl for six months or a year for deliberately falsifying, tampering or using 2 devices the first time and permanently if they are caught and proven guilty a second time. If a carrier faced as severe consequences aimed at their running rights, then you would really have some incentive to play by the rules and the bad actors would be taken out if they are repeat offenders.

Police and Courts make clerical mistakes all the time. They simply correct them. And only if they have to. States themselves ignore Federal Mandates when they aren’t enforced. The law itself basically means nothing unless it’s enforced. It has to be funded to be enforced. More BS. And they wonder why nobody wants to drive a Truck anymore. It’s sickening. This BS gets old real quick. It’s never enough. More nitpicking. More harassment. More BS.
