The way they do it is: 1) general knowledge (50 questions)
2) air brakes (25 questions) ..... pass you got "cdl b"
now any order you feel like
3) doubles /triples (20 questions approx)also know as combination vehicles
4) tanker (20 questions approx)
5) haz-mat (30 questions)
it's best to do them at the same time since their pretty much the same questions on all the test,I got my CDL-A in Ohio and moved to Cali. I got my passport in Ohio too, and it's a little bit of a wait for processing,you might want to do that 1st then go on and test.

I am pretty much in the same boat you are. I just went and got my CDL permit the other day so I could start knocking out my endorsements. Here in GA in order to get your permit even issued, you have to pass the general knowledge, combination, and air breaks test. Each endorsement test after that (pass or fail) is 10 bucks each. I am headed down to the TSA Security check place here at the ports to get my TWIC and my Hazmat Background check done. (The TWIC is going to cost me approximately 180 something*cant remember exact amount) and the HazMat is the 86.50). I was also told to keep ALL receipts for endorsements, background for HazMat, and TWIC because the company can put those receipts in at orientation for reimbursement. (SNI and Crete)
I figured it would make me more marketable if I showed on an application right out of CDL school that I had ALL endorsements, TWIC and passport compared to some students that will only have their CDL. -
I have a Class B lic. already and just got my Class A permit. I also took the Tanker and D/T endorsement tests the same time I took the combination test.
To get the Class A permit you need to take a Combination Vehicles test for Class A.
So should read:
1) general knowledge (50 questions)
2) air brakes (25 questions) ..... pass you got "cdl b"
3) combination vehicles (20 questions approx.).....pass you got "cdl a"
now any order you feel like
4) doubles /triples (20 questions approx.)
5) tanker (20 questions approx)
6) haz-mat (30 questions)
Also been told before you can go for the haz-mat endorsement you need the fed finger prints done and the letter in hand you are cleared to do so first.

edit: you can get tanker & haz-mat with a CDL B as tanker was added to my class B Lic.
My class A permit has tanker and D/T. -

Thanks for catching that....I was just reading the twic and haz-mat page,what a pain in the butt all this is.I think I'm just gonna keep my butt on my dozer...lol.

Go for your TWIC asap I did mine a month ago and its still processing. My hazmat only took about two weeks.

I think the responses got a little off topic, but that is okay.
My permit at this time is for commercial class A with combinations and air brakes. Based on what I have read so far, I think I should follow this order:
1) Fingerprinting (I would appreciate a link to this information)
2) TWIC Card
3) Passport
4) Endorsements (If anyone knows definitively if I can test for these at no additional charge while I am on my learner's permit until 7/15 in CA, I would appreciate it, I cannot find it on the DMV website): HazMat, Doubles, Tankers. I don't even have an interest in hauling livestock, so people are out of the question and no passenger endorsement for me -
I don't know why you'd get fingerprinted before you have your endorsements but to each is own....
